It would seem this may be state wide according to the Benton County article below: On Friday, a federal judge reversed his earlier decision and allowed same-sex couples to register as domestic partners in Oregon.
If you are a Domestic Partner in the state of Oregon, more specifically Multnomah County here is an article and information for you. Included are a link to the form and instructions you will need.

The form can be filled out online or printed to fill in.
Be sure to print on an 8-1/2" x 14" size paper. Complete form in black or dark blue ink with no correction marks. Our database should be able to assist you if you would like to find your own notary and have your notarization completed before you arrive at the courthouse. On the homepage is a maroon bar.
